Abstract

In the public administration environment, acts of subjugation byrulers were explained by hierarchical subordinates as a consequence of the evil of these leaders, who came to be qualified as "bugs" and "idiots". The evil would be directed at the most envied. Starting from the attributes of evil and envy, I tried to analyze the idea that some employees had about the State, an idea that was part of the process of “making the State”. The moral recrimination expressed by the employees to the authoritarian way of their superiors to manage the institution evidenced the perception of the State power as something harmful and inhuman.
